I have begun creating the collection of persistent NPCs and Organizations and Buildings. Any of the characters, organizations, or buildings marked Open or Adoptable are free for use at any time without needing to ask. Characters, organizations, or buildings marked Restricted are open for suggestions of uses, but are involved in persistent arcs at this time.
